Since 1982, the Chancellor's Office has provided an essential service to community college districts through the Chancellor's Office Tax Offset Program (COTOP). This program has proven highly effective in collecting challenging debts from former students, utilizing a process that deducts owed amounts from state tax refunds and/or lottery winnings and redirects these funds to the respective college districts. By partnering with the Chancellor's Office, districts can recover various outstanding student obligations, including defaulted loans, out-of-state fees, enrollment fees, library fines, and non-sufficient funds from personal checks.
